| Locality | To resolve the remaining items quickly, I withdraw the request for license plate numbers in its entirety, as to Requests A-2, A-3, B-1 and B-2. No plate data of any kind is sought. I understand from your letter that the Department’s burden estimate rests principally on reviewing individual rows to redact citizen license plates; with the plate field withdrawn, that step is eliminated. With that change, the remaining requests are the following. B-1 is the identical query the Department ran in F135716-041026 — same plate-type criteria, same date range, same field list including owner name and owner address — with a different list of violation codes in the filter. That production was completed within twelve days and no burden was asserted. Substituting one code list for another does not create a review obligation that did not exist in April. B-2 is the same query again, extended forward from February 1, 2026. A-2 and A-3 are extracts from the same system that generated the A-1 production the Department has already released, covering a short and recent period; A-3 seeks warning notices under Sections 9-108-040(b)(1) and (b)(2). I would note that the Department itself proposed the search criteria for these requests on August 12, and identified business and commercial owners as mechanically separable by a blank first-name field. I accepted those criteria as proposed. As to Section 3(g), the response does not address the public interest in the records, which the balancing test requires. These records bear on a public hearing in mid-September, and I need them as soon as the Department can produce them, this week if at all possible. A-2 and A-3 are the most time-sensitive and should not be held pending B-1 and B-2. |
