| Locality | We have attempted to narrow our City requests to the records each department maintains. Under Illinois FOIA, please provide Finance’s World Business Chicago payment records and related communications below for May 20, 2023, through September 1, 2026. Please provide the existing vendor lookup identifying WBC’s legal payee name and City vendor IDs, including duplicate or inactive IDs used during the period. Banking and tax identification information may be omitted. Using those IDs, provide the City payment ledger or ordinary export across WBC programs, retaining payment dates, amounts, voucher and invoice numbers, contracts, paying departments, fund and account codes, status, refunds, credits, voids, and reversals. Keep existing annual and program totals. Account 099.0100.9180 and Contract Nos. 333371 and 360667 are additional search aids. Please provide the City vouchers, approvals, adjustments, and payment status records for the Business Development Core Grant reimbursement requests of $381,185.17 covering January 1, 2026, through March 31, 2026, and $435,843.29 covering April 1, 2026, through June 30, 2026. Include records linking them to payment, or showing them pending, reduced, or rejected. Reimbursement requests alone do not supply the City payment records requested. Please provide correspondence with WBC and relevant exchanges with Budget and Management or the Mayor’s Office concerning core grant payment support, approvals, adjustments, and payment status. Include project or performance reports submitted as support. Also provide any financial tables or calculations Finance supplied to WBC or the Mayor’s Office for Build Better Together or Chicago Facts Matter project reporting, with correspondence transmitting or revising them. Search the payment files and accounts of staff processing the grant or supplying that reporting. Use the vendor IDs, account, contract numbers, reimbursement amounts, “Business Development Core”, “Build BetterTogether”, or “Chicago Facts Matter” as alternative search aids, limited to these subjects. Include direct and forwarded WBC messages, attachments, retained linked files, and relevant retained texts or Teams messages. Apply the stated period to transaction dates, communications sent or received, and other records created, received, or updated. Include City copies of WBC records. Please obtain specified records retained by WBC under 5 ILCS 140/7(2) where they directly relate to a governmental function WBC contracted to perform for the City, using applicable contractual access rights. Please provide records in their existing formats, including emails and attachments, PDFs, Word documents, and presentations. Excel or CSV is preferred for tables and ordinary exports, but other formats are responsive. Preserve existing totals and formulas. No new calculations or combined report are requested. Please address each requested record set as produced, withheld, or not located. State the exemption and factual basis for withholding and release nonexempt portions. Identify any known custodian of missing records while producing your own copies. If a specific search remains burdensome, identify it and propose an adjustment. |
