2023-08-23University of TorontoI request documents pertaining to the Chicago Police Department’s purchase and use of Environmental Systems Research Institute (Esri) software, trainings, consultation, and other products and services for the Chicago Police Department. The CPD responded to my request that they did not have such records and that I should try the City, including Department of Procurement Services. In some cities, the police have their own License with Esri, and in other cities the police hop onto the City's license. I therefore request the City of Chicago's License agreements, including any Enterprise Agreement, as well as invoices and purchase orders. If there is an Enterprise Agreement, I further request the Annual Report of Deployments to Esri (item 5.2 in the Terms and Conditions of Esri’s standard Enterprise Agreement). If there is an Esri Enterprise Advantage Program Agreement, I request the Technical Work Plan for this agreement. I seek these materials for the timespan of January 1, 2014 through June 30, 2023. The Contract PO number is B21OP03232 Thank you very much for your time and efforts here.2023-08-09T00:00:00.000

2023-07-28Cook County Treasurer's OfficeDear FOIA Officers: This is an Illinois Freedom of Information Act request for Tax Increment Financing (TIF) documents that the city is required to provide to the Cook County Treasurer’s Office (CCTO) under Cook County’s Debt Disclosure Ordinance (Section 2-243 of the Cook County Code), as amended by the County Board in February 2021. This request is being sent to both the Chicago Department of Planning and Development and the Department of Procurement Services, as we have been informed that those two departments possess the data the city is required to submit to CCTO. Although the City of Chicago in late 2021 did provide some of the data required under DDO, it fell well short of complying with all the DDO requirements. Specifically, the City filed what it described as the data submitted to the Illinois Comptroller pursuant to 65 ILCS 5/11-74.4-5(d) for each year a TIF district was active in Chicago during the previous five years. As you can see from the attached spreadsheet, labeled “Missing Chicago TIF Files,” Chicago filed for 2017 through 2020, but omitted all the required data for 2016 while not filing for every other required year for numerous TIF Districts. Accordingly, I request that the City to provide all of the relevant data required for 2016 through 2020 under Cook County Code Section 2-243 (C)(1). The city also filed no data or documents whatsoever to comply with 2-243 (C)(2 – 6). Accordingly, I also request that the City the submit the data required under 2-243 (C)(2 – 6). Those requirements are as follows: (c) (2): requires that when reporting TIF District Redevelopment Project Costs, the reporting taxing district must include the name of the vendor, contractor or Taxing District to which each payment was made and the dollar amount paid; (c) (3): requires that all administrative, management and staff costs be listed with the employee paid, the employee’s job title and the amount the employee was paid; (c) (4): requires that contracts entered by each TIF district be submitted electronically; (c) (5): requires submission of all Economic Disclosure Statements (EDS) submitted by each TIF vendor and/or contractor; (c) (6): requires reporting of all transfers, with dollar amounts, from one TIF District to another, along with the reason for each transfer. Meanwhile, we are establishing an improved in-house DDO reporting system that we hope will make the process of complying with the ordinance clearer and more streamlined. I have attached the Excel spreadsheet that will be deployed once that system is up and running in the next few weeks to give you a better idea of how the process will work moving forward. You also may use the spreadsheet to comply with this FOIA, if you wish. We also anticipate that the improved system will have a separate way for the City to submit the required contracts and EDS documents. For now, I’ve attached a Word document that explains which documents are required to be submitted to us. Should you have questions about this request, please do not hesitate to contact me via any of the contact methods listed in my signature line. Thank you for your attention to this matter. 2-243(c)(4) Please upload any and all contracts between the municipality/TIF district and any party that has received or will receive tax increment revenues. This includes all vendors, contractors, consultants, other governments/agencies, or other such relevant parties. 2-243(c)(5) Please upload any and all Economic Disclosure Statements from vendors, contractors, consultants, other governments/agencies, or other such relevant parties as disclosed pursuant to Section 2-243(c)(2)(b).2023-07-07T00:00:00.000

2023-01-17Pan-African RootsOn 9 June 2022, the Subcommittee on Reparations of the Committee on Health and Human Relations of the City Council held a meeting. Heather Cherone, a journalist with WTTW.com, wrote an article about that meeting titled “Chicago Failed to Enforce Law Requiring City Contractors to Disclose Links to Slavery." According to Ms. Cherone, Chief Procurement Officer Aileen Velaquez “told members of the Subcommittee that her office did not have the annual reports required by the slavery-era disclosure ordinance and could not provide them to the subcommittee. The 2021 report will be complete by June [2022] and submitted to the City Council, Velaquez said.” For almost two decades, I have submitted a litany of FOI and Open Records requests, made numerous administrative appeals, and filed 2 lawsuits requesting copies of these Annual Reports and access to the Economic Disclosure Statements and Affidavits, pursuit to city, state and federal FOI and Open Records laws. I have also asked to be informed of the date that the City Council will hold a public hearing, as also required by the Slavery-era Disclosure Ordinance. The Mayor of all administrations since 2003, the Procurement Department, and the City Council have repeatedly failed and refused to enforce this Ordinance and positively respond to my FOIA request. At any point in the process, the then Mayor, the then Chief Procurement Officer, and the City Council "did not have the annual reports required by the slavery-era disclosure ordinance and could not provide them" to me or other FOIA requesters, several of whom I know. I request once again, pursuant to all relevant laws, a copy of the 2021 Annual Report which the Mayor of the City of Chicago and the Chief Procurement Officer are required by the Chicago Slavery Era Disclosure Ordinance to submit to the City Council. I also would like to be informed of the date that the City Council will convene a public hearing regarding this Annual Report, as required by law. A copy of this FOIA request will be published on our website and sent to the media and interested groups and individuals, worldwide. We want our copy, or at least the courtesy to tell us that the Ordinance was not enforced, and the responsible City officials willfully and repeatedly failed to do what they are required to do by law. We will exhaust all remedies, as we have done for the past almost two decades. Thank You! Bob Brown, Director Pan-African Roots.2022-12-29T00:00:00.000

2023-01-09Pan-African RootsSince February 2003, St. Sabina Church, doing business as (The Ark of Saint Sabina, Catholic Bishop of Chicago - St. Sabina, Catholic Bishop of Chicago - St. Sabina Church, Catholic Bishop of Chicago St. Sabina Parish, and St. Sabina Youth Net), has received a minimum of eighty-five (85) social service delivery contracts totaling $17,022, 419.00. See the attached updated Spreadsheet / Report. Through an updated search of the City of Chicago’s Vendor, Contract and Payment: Contracts and Awards Database, we have found and downloaded Slavery Era Records Disclosure numbers and Certifications for a minimum of 25 of those contracts. See Disclosure Document numbers in green. Upon information and belief we have imputed Disclosure Document numbers for the other 60+ contracts, see red. We have not had the time or labor to verify and download the existence, online, of these Certifications. Upon information and belief, from the 25 Certifications Regarding Slavery Era Business that we have reviewed, St. Sabina and its affiliated entities checked Box 1 on all their Certifications: “The Undersigned verifies that (a) the Undersigned has searched any and all records of the Undersigned and any and all predecessor entities for records of investments or profits from slavery, the slave industry, or slaveholder insurance policies, and (b) the Undersigned has found no records of investments or profits from slavery, the slave industry, or slaveholder insurance policies and no records of names of any slaves or slaveholders.” Nothing, with respect to Part (B), is further from the truth, as we have repeatedly proven numerous times, in numerous FOIA, administrative and legal efforts over the past two decades. We will update that information, under separate cover, as well. We will share all documents filed with the media and movement, and with the African and larger progressive community, locally, nationally, and worldwide. Pan-African Roots requests, AGAIN, a copy of the 2021 Annual Slavery Era Records Report which Procurement Services promised to submit to the City Council on June 30, 2022. We request a copy of the 2003-2020 Annual Reports which the Mayor’s Office and Procurement Services were required to file. We also request records and/or logs on any and all other FOIA requests and correspondence regarding this Ordinance; and on any and all Hearings that the City Council, with Procurement's participation, was required to hold. We specifically request any and all records on the June 9, 2022, meeting of the Subcommittee on Reparations. See attached document. We are confident that Pan-African Roots will be invited to the upcoming City Council Hearing on the 2021 Annual Report, as required by law. I, like hundreds of thousands of other Africans, have been “gentrified and gerrymandered” out of Chicago, by generational and racist, systemic and institutionalized violence and corruption over the past 2 or 3 decades. I will fly or bus back in.2022-12-30T00:00:00.000
